Eight or twelve, and why the answer is not the discount
Two families on this shelf hold the same basket and differ only in how many come in the box. The per-bin prices are close enough that the interesting number turns out to be a measurement, not a discount.
Two counts, and the per-bin prices nearly match
8 baskets cost $21.99, which is $2.75 a basket. 12 cost $32.48, or $2.71 a basket. The larger set is cheaper by $0.04 per bin — $0.48 across the whole box. Buying 4 bins you have no use for to collect that is not a saving, so the count to buy is the count that fits, and the cheaper rate ($2.71) is a tiebreaker rather than an argument.
The number that actually decides it

Colour is the only other choice
Each set comes in 2 finishes, and they are priced the same — all $21.99, so the decision is cosmetic. That is worth saying because on other shelves it is not: the squeegee costs different money in different finishes at the same length.
